hey so i was messing around with tuning forks in band today and when you put it on a bone, it actually doesn't get absorbed by the skin! it's cool, if feels like the whole bone is vibrating with the fork if you put the butt end of the fork on the bone.

And the sound from the forks propagates through air by compression waves, which is just air molecules bumping into each other in waves with a certain periodicity. So the energy you absorb from the sound will be essentially kinetic in the form of air molecules ramming into you. But as long as you are in a space that contains air, air molecules will be ramming into you haphazardly all the time.

We should add here that the vibration from the sound will likely be completely absorbed by the outer layers of one's skin >_< cause of the extraordinarily small amounts of energy involved in producing the sound. And if you're not using these forks in a soundproof environment there will be myriad of other sounds passing through the air and any one might by chance have the same frequency as some tuning fork; so the sound of the actual forks in use hardly qualifies as anything spec

It would surely make no difference if the person was deaf or not as it is the vibration moving through the body that does the healing and not the person listening to the sound
